SITUATION IN ORGANIZATION

ACCOUNTABILITIES

  • Ensure awareness of and compliance with HSE rules and regulations by subordinates and contractors.
  • Manage all activities to structure and maintain the metadata contained in Al Shaheen documentation to support the Digital Project and TAG centric NOC vision.
  • Manage, maintain, and develop the advanced viewer used by all NOC users to access Al Shaheen documentation (iView).
  • Create iView standalone.
  • Involve updating NOC standards and rules related to numbering and to identify impacts within NOC application such as iTools.
  • As part of DPG taskforce involve in all use cases part of digital twin related to iView and metadata contained in Al Shaheen documentation, especially TAGs.
  • Coordinate with IS department any activities related to application and tools linked to “intelligent” PDF (iPDF format) and quality control of metadata contained in Al Shaheen documentation.
  • Coordinate with planning, document control, and project analyst to optimize the reporting process.
  • Develop dashboards and reporting tools to present E&C project status effectively.
  • Serve as a primary interface between E&C and Data team for any requirements for application development.
  • Drive the implementation of digital tools and automation to optimize project control processes.

JOB DIMENSIONS

  • Responsible for iView application and related interfaces (used by all NOC users).
  • Coordinate with all NOC departments on how documents' metadata are produced to comply with NOC standards and rules.
  • Managed positions: will manage personnel through an external contractor.
  • Expected number of documents: approx. 350,000.

ACTIVITIES

HSE:

  • Support safety culture through participation in NOC safety initiatives such as Incident Free.
  • Involve improving the quality of Al Shaheen documentation to reduce HSE risks arising from poor documentation.

Digital Project interfaces:

  • Manage all activities to structure, recover, correct, upgrade, and maintain the metadata of Al Shaheen documentation to ensure the integrity of the structured data contained in the technical documentation.
  • In charge of writing the scope of work, defining the planning, running the project, organizing weekly meetings, setting up follow-up progress, validating the invoices, importing deliverables within MANASA/iView, and managing any other tasks related to the activities and contracts.
  • Manage the creation of the Import file (MIM) or Update file (MUM) and associated data as per MANASA requirements to import/update all documents and related metadata into MANASA Operation (As-Built cabinet).
  • Ensure that all Al Shaheen technical documents part of MANASA Operation (As-Built cabinet) are uploaded in iPDF standard format.
  • Develop a strategy and related tools to ensure the quality of all documents and metadata produced and delivered per Contractors.
  • Support the development of use cases of the Digital Project by ensuring compatibility with TAG centric NOC vision, standards & rules, and interfaces with iView and iTools solution.
  • Create interfaces between technical documents and multiple NOC applications (SAP, 3D Model, etc.).
  • Support the development of the 3D Model to ensure that deliverables extracted from the 3D Model are produced in line with Digital project requirements.
  • Build interfaces between NOC document management system and specific use cases of the Digital Project.
  • Support the Data Governance Project.
  • Involve in all interfaces with E&C and MP DCC teams on several topics (Doc management, doc and TAG numbering, tools development, MANASA interfaces, etc.).
  • Involve in all interfaces with the 3D Model Team to develop plugins and interfaces and coordinate all activities related to TAGs such as NNG rules and interfaces.
  • NOC focal point for INCITIUS Software as OEM (GM-NOC-PRO-003 rev 5) since 2017 and therefore involved in any activities done by NOC with this company.
  • Involve in setting up all requirements and workflow of MP Greenfields Projects Final documentation to ensure the quality level of structured metadata part of the Final documentation to be synchronized within iView.
  • Support any NOC entities or initiatives to improve the quality of Al Shaheen documentation metadata or to optimize access time to Al Shaheen documentation to improve productivity and safety on Al Shaheen field.
  • Ensure dashboards are developed with good quality data.
  • Support planning, document control, and cost control for regular quality checks of data to support automation.
  • Oversee all control tools and systems, ensuring accurate reporting and reconciliation.
  • Support all E&C departments with implementation of any new tools or dashboard development upon request.
  • Foster collaboration between planning, cost control, project management, and stakeholders with proper reporting tools.
  • Support all departments with data standardization and quality checks.
  • Support all digital transformation initiatives across all departments in E&C.

iView manager:

  • Manage, maintain, and develop the advanced viewer used by all NOC users to access Al Shaheen documentation (iView) – 310,000 documents (last revision only).
  • Provide support to all NOC users (onshore and offshore).
  • Maintain and develop iView in line with the digital vision of NOC.
  • Develop interfaces between iView and other NOC applications.
  • iView focal point for the digital project.
  • Manage and maintain synchronization process between MANASA Operation and iView (with IS).
  • Create standalone advanced viewers for MP/E&C/CPD/NOC Contractors/Qatar Energy/any external companies with selected documents and licenses limited to project time.
  • Coordinate with IS Department iView contract, licenses, development, cost, and disaster project.

iTools solution:

  • Involved in the development of tools and plugins embedding NOC rules to be used by NOC contractors to produce all deliverables.
  • Involved in the development of tools and plugins to produce deliverable documents in iPDF format with all “intelligent” functionalities used within iView.
  • Coordinate any new development to identify any potential impacts on existing tools and DPG #Use Cases.

NOC Tags and documents numbering rules & standards:

  • Write and maintain updated related parts of NOC standards and rules in coordination with NOC Departments (MP, E&C, DPG, CPD, etc.).
  • Analyze validation of new rules to be added to NOC standards and determine all potential impacts on existing tools and DPG #Use Cases.
  • Coordinate with DPG to ensure that NOC rules are applied on #Use Cases and/or find solutions for NOC applications not fully complying with numbering rules (SAP, 3D Model, Credo, etc.).

CONTEXT AND ENVIRONMENT

  • Complex operational interfaces with other entities of NOC.
  • Doha (Qatar) office with possible mission to project premises (onshore/offshore/in the country/outside the country).
  • Standard office hours, 5 days a week.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Confirmed Lead Document Controller with 15 years of professional experience in Industrial Projects Management organizations and with an excellent working knowledge of document & data control.
  • Important experience in new fields operator company transition phases, legacy documentation upgrade and management, and technical documentation and fields digitalization.
  • Coordinated approach to resolving problems in a timely manner.
  • Strong understanding of planning and project controls in large-scale EPCIC projects or portfolio of brownfield projects.
  • Proficiency in P6, Power BI, SAP.
